Sağlık Kuruluşlarında Verimliliği Artırmanın Önemli Bileşeni: Kurumsal Kaynak Planlama

Abstract

Sağlık kurumlarında kamu kaynaklarının verimli kullanımına ilişkin tartışmalar doğal afetler ile birlikte daha çok gündeme gelmeye başlamıştır. Bu noktada, kurumsal kaynak planlama sistemleri kaynakların verimli yönetilmesi hususunda sağlık yöneticilerine fayda sunacak önemli araçlardan birisi olarak görülmektedir. Sistem sağlık kuruluşlarının dijitalleşmesi sürecinde önemli bir gösterge olmakla birlikte tüm iş fonksiyonlarının bir veri tabanı altına entegre şekilde çalışmasını sağlamaktadır. Bu çalışmada, kurumsal kaynak planlamanın sağlık kurumlarındaki verimlilik etkilerini incelemek amaçlanmıştır. Bu amaç doğrultusunda bazı kriterler dikkate alınarak yapılan araştırmalar incelenmiştir. Araştırmalara elektronik erişim sağlanması, SCI-E (Science Citation Index Expanded), ESCI (Emerging Sources Citation Index), SSCI (Social Sciences Citation Index), SCI (Science Citation Index) ve Scopus indekslerinde yer alan araştırmalar olması çalışmanın temel kriterlerini oluşturmaktadır. Google Akademik, Web of Science ve PubMed veri tabanları kullanılarak 11.07.2022 – 17.07.2022 tarihleri arasında ―sağlık kuruluşu‖, ―kurumsal kaynak planlama‖, ―verimlilik‖ ve ―hastane‖ anahtar kelimeleriyle kriterlere uyan altı araştırma elde edilmiştir. Bu kapsamda elde edilen araştırmaların %83,3’ü vaka çalışmasıdır. Araştırmaların ABD (Amerika Birleşik Devletleri) (%16,7), Pakistan (%16,7), Kore (%33,3) ve Portekiz’de (%16,7) yapılmış olduğu belirlenmiştir. Araştırmalar verimliliğin sağlanması noktasında kurumsal kaynak planlamanın üç temel hususta etki yarattığını ortaya koymuştur. Bunlar; hizmet kalitesini artırma etkisi (%66,7), maliyetleri düşüren etkisi (%33,3) ve karar verme süreçlerini kolaylaştırıcı etkisidir (%16,7). Sonuç olarak elde edilen bulgular, kurumsal kaynak planlamanın kaynakların verimli kullanımı ve süreçlerin yönetilmesi hususunda değerli kanıtlar sunmaktadır.
