Floods are the natural disasters that cause the highest loss of life and property worldwide, after earthquakes. The most basic base data used in studies to prevent and protect against floods is stream flow data. Extreme flow values could be calculated from stream flow data using statistical methods. There are some data scarce regions in the world in terms of stream flow data. Extreme flow values can be estimated by different methods. In this study, it is aimed to calculate the extreme flow values of the sub-basins in the Eastern Black Sea Basin using the L-moments method. For this purpose, regional analyses were applied to the stream gauge stations in the basin, the most appropriate regional distribution was determined and flood flows with different recurrence periods were calculated with methods suitable for this distribution. The outputs of the study will be using an input for future hydrological and hydrodynamic studies.
