Öz

The main goal of development economics to increase social welfare. Initially, in an effort to increase social welfare, it states that environmental protection and results are disregard. Particularly in the 1970s after World War II accelerated the processes of economic development and increasing the impact of environmental problems caused by the phenomenon of globalization, it is observed that envionmental aspects are started thinking in development economics. In this context the importance of environmental indicators outside the socio-economic indicators increased and at the same time the efforts of the international community and organizations to implement the relevant regulations has become an important environmental factors in determining the direction of capital flows. In this context, it has been moon point that relationship foreign direct investment with environment in related literature. One of the main elements of the discussion is whether technology transfer, which realizes with foreign direct investments, will contribute to environmental protection.In this study, a direct relationship between foreign direct investment and environmental protection are considered theoretically.

SÜRDÜRÜLEBİLİR KALKINMADA DOĞRUDAN YABANCI YATIRIMLARIN ROLÜNÜN TEORİK ANALİZİ

Öz

Kalkınma iktisadının en temel amacı toplumsal refahın
artırılmasıdır. Başlangıçta toplumsal refahı artırma çabası içerisinde, çevresel
korumanın ve ortaya çıkacak çevresel sonuçların göz ardı edildiği ifade
edilebilir. 1970’li yıllarda özellikle II. Dünya Savaşı sonrası hızlanan ekonomik
kalkınma süreçlerinin ve artan küreselleşme olgusunun meydana getirdiği
çevresel sorunların da etkisiyle, kalkınma iktisadı içerisinde çevresel
unsurlarında düşünülmeye başlandığı gözlemlenmektedir. Bu anlamda sosyoekonomik
göstergeler dışında çevresel göstergelerin de önemi artmış ve aynı
zamanda uluslararası toplum ve kuruluşların konuya ilişkin düzenlemeleri
hayata geçirme çabaları çevresel unsurların sermaye hareketlerinin yönünün
belirlenmesinde önemli olmaya başlamıştır. Bu bağlamda ülkelerin sermaye
yetersizliklerini gidermede önemli bir araç olan doğrudan yabancı yatırımların
çevreyle olan ilişkisi ilgili yazında tartışma konusu olmuştur. Söz konusu
tartışma da temel unsurlardan biri doğrudan yabancı yatırımlarla gerçekleşen
teknoloji transferinin çevre korumasında katkı sağlayıp sağlamadığıdır. Bu
çalışmada, doğrudan sermaye yatırımı ile çevresel koruma arasındaki ilişki
teorik açıdan değerlendirilmektedir.
