Öz
Literatürde Kurumsal İktisat ve bunu takip eden ekoller ağırlıklı olarak makro ve mikro kurumlar üzerinde çalışmalar yürütmüştür. Bu çalışmada literatürde ihmal edilen mezo-kurumların teorisi, işleyişi ve önemi üzerinde durulmuştur. Bu anlamda yapılan bu çalışma Türkçe kurumsal iktisat literatürüne katkı sağlayacaktır. Çalışmada öncelikle makro-mezo-mikro düzeyde kurumsal katmanlar ve arasındaki bağlantılar anlatılmıştır. Bu bağlantıların keşfi için üç yeni kavramdan bahsedilmiştir: Kurumsal bağlantı, kurumsal tamamlayıcılık, kurumsal uyum. Ardından mezo-kurumların işleyişinde karar ve mülkiyet haklarında kurumsal görev dağılımına dair mekanizmalar, merkezileştirme derecesine göre şekil yardımıyla anlatılmıştır. Ayrıca kamu sektörünün performansının artırılması için gerekli politika önerileri bu aşamada sunulmuştur. Diğer bir alt başlıkta heteredoks mezo-ekonomik kurumlar dört başlık halinde detaylandırılmıştır. Bunlar yerelleştirilmiş yapıların mezo-ekonomisi, ağ yapıların mezo-ekonomisi, kurumsal mezo-ekonomi ve yeniden üretim mezo-ekonomisi şeklindedir. Son olarak mezo-kurumların önemi ve gerekliliği farklı örnekler üzerinden detaylandırılmıştır.

In the literature, Institutional Economics and the following schools have mainly worked on macro and micro institutions. In this study; the theory, functioning and importance of meso-institutions that are neglected in the literature are emphasized. In this sense, this study will contribute to the Turkish institutional economics literatüre. In the study, primarily the institutional layers at the macro-meso-micro level and the connections between them are explained. Three new concepts were mentioned for the discovery of these connections: Institıtional interconnectivity, institutional complementarity, and institutional alignment. Then, the mechanisms regarding the institutional distribution of duties in decision and property rights in the functioning of meso-institutions are explained with the help of figures according to the degree of centralization. In addition, policy recommendations required to increase the performance of the public sector are presented at this stage. In another subtitle, heterodox meso-economic institutions are detailed under four headings. These are the meso-economics of localized structures, meso-economics of networks structures, institutional meso-economics and the meso-economics of reproduction. Finally, the importance and necessity of meso-institutions are detailed through different examples.
