Öz
The number of people affected and with long-term disabilities is increasing due to the increase in the frequency of disasters and the contribution of factors such as population growth, dense living areas, etc. Developments in disaster management, rescue and field intervention and the increase in the number of post-disaster survivors and individuals who will struggle with long-term disability or have pre-existing disabilities require a focus on rehabilitation. Rehabilitation makes significant contributions to the functional independence of these individuals, their social integration process, and their quality of daily life. Although it is emphasized by international health and disaster management organizations that rehabilitation should be a part of the disaster response process, less importance is still given to rehabilitation. It is reported that the early participation of rehabilitation professionals in the disaster process can contribute to reducing mortality and disability. However, in most disaster-prone countries, rehabilitation has not yet found a sufficient place as a part of disaster management. Under the leadership of the World Health Organization, there have been important initiatives in recent years to make rehabilitation a part of the disaster management process and to establish rehabilitation standards. In this study, rehabilitation during the disaster process, the duties of rehabilitation professionals, and global targets and plans related to rehabilitation in disaster management were examined.

Öz
Afetlerin sıklığının artması ve nüfus artışı, yoğun yaşam alanları vb. sebeplerin katkısı nedeniyle afetlerden etkilenen ve uzun süreli sakatları olan insan sayısı artmaktadır. Afet yönetimi, kurtarma ve saha müdahalesindeki gelişmeler ile afet sonrasında hayatta kalanların, uzun süre sakatlıkla mücadele edecek veya önceden engelliliği olan bireylerin sayısının artması rehabilitasyon üzerine yoğunlaşılmasını gerektirmektedir. Rehabilitasyon bu bireylerin fonksiyonel bağımsızlığına, topluma entegrasyon sürecine ve günlük yaşam kalitelerine önemli katkılar sunmaktadır. Rehabilitasyonunun afet müdahale sürecinin bir parçası olması gerektiği uluslararası sağlık, afet yönetimi kuruluşlarınca vurgulanmasına rağmen rehabilitasyona halen daha az önem verilmektedir. Rehabilitasyon profesyonellerinin afet sürecine erken katılımının mortalite ve engelliliklerin azaltılmasında katkılar sunabileceği bildirilmektedir. Ancak afete yatkın çoğu ülkede afet yönetiminin bir parçası olarak rehabilitasyon henüz yeterince yer bulamamıştır. Dünya Sağlık Örgütü liderliğinde, rehabilitasyonun afet yönetim sürecinin bir parçası olması ve rehabilitasyon standartların oluşturulması için son yıllarda önemli girişimler mevcuttur. Bu çalışmada afet sürecinde rehabilitasyon, rehabilitasyon profesyonellerinin görevleri ve afet yönetiminde rehabilitasyonla alakalı küresel düzeyde hedefler, planlamalar incelenmiştir.
