İKLİM DEĞİŞİKLİĞİ VE SOSYAL ADALET: SOSYAL POLİTİKA VE DAYANIKLILIK ÇERÇEVESİNDEN BİR İNCELEME

Öz

İklim değişikliği, belirsiz, uzun vadeli ancak gerçek riskler ile toplumun en kırılgan kesimlerini ekonomik, sosyal ve çevresel olarak etkilemektedir. Böylece, toplumların refah ve huzurunu bozan birçok sosyal sorunla karşı karşıya kalması beklenmektedir. Bu anlamda iklim değişikliği ile mücadele ederken, sosyal adaleti tesis eden politikaların üretilmesine ihtiyaç duyulmaktadır. İklim değişikliği ile mücadele, mevcut literatürde farklı yaklaşımlarla karakterize edilmektedir. Özellikle dayanıklılık yaklaşımı, gündemde önemli bir yer tutarak, mücadelenin ilkesini oluşturmaya aday gösterilmektedir. Bu bağlamda bu çalışma, iklim değişikliği ile mücadelenin kurgulanmasındaki temel yaklaşım olarak sosyal politika ve dayanıklılığı inceleyerek mücadelenin ihtiyaç duyduğu sosyal adalet anlayışına yakınlığı ile ilgili bir tartışma yürütmek amacındadır. Söz konusu tartışma, iklim değişikliği ile mücadelenin çerçevesini oluştururken yeni bir anlayışa ihtiyacı sorgulamak için gerekmektedir. Sonuç olarak, dayanıklılığın önemli avantajları olmasına rağmen, sosyal politikanın araç, amaç, içerik ve deneyim gibi konularda daha fazla öne çıktığı anlaşılmaktadır. Bu bağlamda sosyal politikanın, özünde hazır bulunan evrensel normlara sıkı sıkıya bağlılığı ve normatif kurumlarla olan politik ilişkisinin güçlendirilerek iklim değişikliği ile mücadele bağlamında güncellenmesinin, sosyal adaleti tesis etme konusunda önemli sonuçlar ortaya koyacağı düşünülmektedir.
